Anomalía en el sistema bancario mexicano, 1994-2022

Abstract

The problem that is discerned in the present investigation is that concerning the destination of the financing granted by the Mexican banking system. The debate is pertinent because it concerns not only development banks but also the functions and obligations of the State. The working hypothesis states that the financial reforms implemented in three decades have not met their objective, specifically, development banks are not playing a prominent role in granting long-term financing to the business sector in Mexico, which explains partly due to the low investment coefficient, while foreign commercial banks channel credit with the sole guideline being the maximization of their profits. The State is not using development banks as a countercyclical instrument to alleviate the adverse effects of the pandemic, which are juxtaposed with the structural problems accumulated over three decades after implementing an orthodox economic policy. Development banking in three decades has weakened and seems to be adrift. The current adverse context that it is facing demands a new developer State that designs and implements a selective policy of investment projects, in which development banks inevitably play a prominent role.
