Abstract
The main function of the State is to obtain the temporary public good, which is procured by the government through its public administration. This function is initially possible for the government when has legitimacy of origin, but must be transformed into legitimacy by outcomes, which results in a virtuous circle.
After the failure of welfare and neoliberal models of the State, a new option called the Third Way emerged, which, accompanied by a type of administration based on governance networks, is a new proposal to outline the course of the nation. In this context, the importance of having a professional career service is presented as a key need for the legitimization of the power of the ruler and the construction of effective governance.
The network can only work through the people who make it up, so they must be sourced from the best. A struggle has been waged for years, which culminated in 2003 with the legislation that regulates the Professional Service System. It's time to perfect the system and make the necessary paradigm shifts to build governance, which is a joint effort between government and society.
